Retrait international des États-Unis : la liste complète des organisations concernées

Washington, — Le président des États-Unis, Donald J. Trump, a signé le 7 Janvier 2026 un mémorandum présidentiel ordonnant le retrait es États-Unis de plusieurs organisations internationales, conventions et mécanismes multilatéraux, à la suite d’un examen conduit par le Département d’État.

Cette décision fait suite au décret exécutif 14199, signé le 4 février 2025, qui avait demandé un audit complet de toutes les organisations intergouvernementales, conventions et traités auxquels les États-Unis participent ou apportent un financement.

Selon le mémorandum, le secrétaire d’État a transmis son rapport d’évaluation au président. Après consultation avec son cabinet, le chef de l’exécutif a validé la liste des organisations concernées.

Les agences fédérales sont invitées à engager immédiatement les procédures de retrait et de cessation de participation ou de financement, dans le respect des dispositions légales applicables.

Objet du mémorandum

Le document présidentiel précise que :

• Les États-Unis cesseront leur participation et leur financement des organisations identifiées ;

• Pour les entités relevant des Nations unies, le retrait signifie l’arrêt de la participation ou du financement, dans la limite de ce que permet la loi américaine ;

• Le Département d’État est chargé de coordonner la mise en œuvre ;

• Le mémorandum sera publié au Federal Register.

• La mise en œuvre est soumise au respect du droit en vigueur et aux crédits budgétaires disponibles.

• Le mémorandum ne crée aucun droit juridique opposable.

• La publication officielle sera assurée par le Département d’État.
