Instead, it marked yet another postponement. The Provisional Electoral Council (CEP) has extended candidate registration until October 31 and pushed the campaign back to an unspecified date. Three more weeks, even though no party had complained and several parties had already registered their candidates and filed their paperwork.<\/p>\n<p dir=\"ltr\">That same day, the Council of Ministers amended the electoral decree once again. Meanwhile, barely one in eight eligible voters has registered, and the CEP has conducted no meaningful campaign to mobilize them.<\/p>\n<p dir=\"ltr\">One question now overshadows all others: who benefits from the lost time? Prime Minister Alix Didier Fils-Aim\u00e9, who, according to former Secretary General of the Council of Ministers R\u00e9nald Lub\u00e9rice, intends to remain in power until 2034? The prominent figures who have still not registered, such as Jude C\u00e9lestin, Jerry Tardieu, Joseph Michel Martelly, Etzer \u00c9mile and Jacky Lumarque? Or is this simply a CEP overwhelmed by its own timetable?<\/p>\n<h4 dir=\"ltr\">Four postponements in six months<\/h4>\n<p dir=\"ltr\">This is no isolated mishap.<\/p>\n<ul dir=\"ltr\">\n<li><strong>March:<\/strong> voter registration and candidate registration, scheduled for April, are postponed.<\/li>\n<li><strong>September 2:<\/strong> candidate registration, originally set for August 20 to October 2, is extended to October 14.<\/li>\n<li><strong>September 16:<\/strong> a new deadline of October 9 is set for online registration and submission of candidates&#8217; documents.<\/li>\n<li><strong>October 5:<\/strong> the deadline is pushed to October 31, and the campaign vanishes from the radar, leaving the calendar in tatters.<\/li>\n<\/ul>\n<p dir=\"ltr\">Each abandoned date undermines the credibility of the next.<\/p>\n<h4 dir=\"ltr\">Candidates move forward, voters do not<\/h4>\n<p dir=\"ltr\">The CEP&#8217;s online figures show a process advancing on the candidate side: 12 for the presidency, 265 for the Senate, 843 for the Chamber of Deputies, 611 for mayoral offices, 654 for CASECs and 360 for ASECs. As of September 21, there were only 7 presidential candidates, 162 for the Senate and 419 for the Chamber. The parties appeared to be meeting the requirements. What they mainly sought was an adjustment for local government races, not a blanket extension of more than three weeks.<\/p>\n<p dir=\"ltr\">On the voter side, however, the shortfall is glaring. The platform shows 759,366 registered voters, even though 1,294 of 1,442 centers are operational and 2,943 operators are in the field, according to the CEP&#8217;s website. That amounts to roughly one in eight eligible voters, just weeks before the scheduled publication of the electoral rolls, which the September 2 communiqu\u00e9 had set for October 14.<\/p>\n<p dir=\"ltr\">The paradox is complete: the CEP grants an extension to candidates, who are making progress, while merely noting that voter registration &#8220;is ongoing.&#8221; It treats a symptom no one reported and ignores the disease in plain sight.<\/p>\n<h4 dir=\"ltr\">Communication at a standstill: where is the money?<\/h4>\n<p dir=\"ltr\">The delay is no mystery. The CEP&#8217;s voter registration outreach is at its lowest ebb: few radio and TV spots, few messages in the neighborhoods, little visible mobilization in the media or on the ground.<\/p>\n<p dir=\"ltr\">Hence a legitimate question: where is the money? The CEP itself made compliance with the calendar contingent on the availability of financial resources. If funds are lacking, it should say so. If they exist, it should explain why they are not being used to mobilize voters. And what does the UNDP, which manages the elections basket fund, have to say?<\/p>\n<h4 dir=\"ltr\">The decree paradox<\/h4>\n<p dir=\"ltr\">The inconsistency becomes flagrant when one examines the legal framework. The parties had submitted major proposals on the electoral text. Most were dismissed. It did not.<\/p>\n<p dir=\"ltr\">Why, then, invoke &#8220;consultations with political actors&#8221; today to alter the calendar yet again, once candidacies are already under way? Changing the rules mid-game penalizes those who complied and rewards those who waited, as if they were acting in collusion with the CEP.<\/p>\n<h4 dir=\"ltr\">Tailor-made rules?<\/h4>\n<p dir=\"ltr\">This is where the absence of high-profile candidates takes on its full significance. It has not, and December 13 no longer even appears in the CEP&#8217;s notice.<\/p>\n<p dir=\"ltr\"><em>La Gazette Ha\u00efti<\/em>, generally well informed on this issue, reports that a source within the CEP now envisions elections in 2027 and the inauguration of a president on February 7, 2028, more than a year later than originally planned.<\/p>\n<p dir=\"ltr\">On Radio M\u00e9tronome, former Secretary General of the Council of Ministers R\u00e9nald Lub\u00e9rice went further, asserting that Prime Minister Alix Didier Fils-Aim\u00e9 is seeking to remain in power until 2034. Neither the CEP nor the Prime Minister&#8217;s Office has confirmed these claims. But when the CEP fails to provide a credible calendar, such scenarios fill the void.<\/p>\n<h4 dir=\"ltr\">Set-up or amateurism? The questions the CEP must answer<\/h4>\n<ul dir=\"ltr\">\n<li>Why three more weeks, when the parties did not ask for them?<\/li>\n<li>Why extend the deadline for candidates when it is voters who are missing?<\/li>\n<li>Why is the voter registration campaign virtually nonexistent, and where are the funds meant to finance it?<\/li>\n<li>Why do the parties&#8217; proposals, ignored in the July 2 decree, suddenly become acceptable in October?<\/li>\n<li>Which articles were amended on October 5, and to whose benefit?<\/li>\n<li>Had the high-profile candidates still absent received assurances?<\/li>\n<li>Does December 13 still hold, or should we believe the 2028 scenario reported by <em>La Gazette Ha\u00efti<\/em>?<\/li>\n<\/ul>\n<p dir=\"ltr\">The CEP must publish the texts, account for the use of its resources, explain the changes and present a complete and verifiable calendar. Otherwise, it will no longer merely be accused of mismanaging the process. It will be seen as one of the institutions prolonging the uncertainty.<\/p>\n<h4 dir=\"ltr\">The CEP platform raises questions<\/h4>\n<p dir=\"ltr\">The platform&#8217;s figures speak volumes. Only 30 political organizations have crossed the 30,000-member threshold required by the decree. To date, Ansanm Nou F\u00f2 leads with 314 candidates, followed by Ayiti Transf\u00f2me (291) and Debloke (232), an organization generally associated with Michel Martelly. Next come the Rassemblement des Patriotes (111), Wilner Joseph&#8217;s Viktwa (101), Soley, reportedly close to Etzer \u00c9mile (97), COPPOS-Ha\u00efti et Alli\u00e9s, reportedly close to Patrick Sully and Olivier Barrau (69), Fusion (67), Jerry Tardieu&#8217;s En Avant (53), Jacky Lumarque&#8217;s My\u00e8l (48), EDE (27) and Rasanble (4), also rumored to be close to Martelly.<\/p>\n<p dir=\"ltr\">This is where the picture becomes troubling. With the exception of Debloke, the organizations linked to the high-profile presidential hopefuls who have yet to register lag far behind: Soley has roughly a third as many candidates as the two front-runners, and Rasanble barely four. According to the CEP&#8217;s website, Jean-Bertrand Aristide&#8217;s Fanmi Lavalas has reportedly not yet reached the 30,000-member mark, nor has LAPEH, said to be close to Jude C\u00e9lestin. The organizations already in compliance did not need three extra weeks. Those that stand to benefit are precisely the ones tied to the notable absentees.
