As the February 7, 2026, deadline approaches, CPT Presidential Advisor Laurent Saint-Cyr is leaving a peculiar mark on Haiti’s political history: that of a leader more at home in an airplane than on national soil. Public opinion suggests he has surpassed even the most spendthrift past presidents in his frequency of international travel.
A Term in Its Final Stretch Installed on August 7, 2025, for a 184-day term, Saint-Cyr is now in the terminal phase of his power. As of December 14, 70.1% of his mandate has elapsed, leaving only 55 days to go. Yet, the prevailing sentiment is one of a mandate lacking clarity, paced more by bold international trips than by tangible results on national emergencies.
Opaque Governance and Excessive Spending Since taking office, Saint-Cyr’s tenure has been described as opaque, marked by a lack of institutional communication and transparency regarding public funds. From London to Doha, and Tokyo to Washington, his travels have come at a heavy cost. Sources suggest that official delegations cost at least 20 million gourdes per trip—figures that are even higher for long-haul destinations like Qatar or Japan.
The most shocking instance remains his trip to Qatar while the populations of Les Cayes and Grand’Anse were still mourning victims of Storm Melissa. Furthermore, accusations persist that Saint-Cyr has used the Council as a facilitator for personal travel with family members, funded by public resources.
A Transition Under Pressure With less than two months left, the challenges remain untouched: insecure elections, a non-credible calendar, and a total dependence on foreign partners for security. Saint-Cyr, a former insurance executive and Yale Peace Fellow, is now playing his final cards. These last 55 days will determine if history remembers him as a real actor in the transition or simply a traveler who ignored the cries of a nation in ruin.
