Police operation leads to arrests and rescue

A police intervention has brought an end to a serious criminal case in Delmas 19, where two suspects accused of kidnapping and assaulting a minor were arrested on March 17, 2026.

According to authorities, the suspects—Jacques Denis Laroche and Octavius John Kervens—were apprehended following a carefully planned operation conducted by investigators.

The victim was rescued alive and safely, bringing an end to her captivity.

Investigation and ransom demands

Police reports indicate that investigators carried out several days of surveillance and intelligence gathering before locating the suspects.

According to preliminary findings, the alleged kidnappers had contacted the victim’s family to demand a ransom. After receiving an initial payment, they reportedly issued additional financial demands, prompting authorities to intensify efforts to track them down.

The operation ultimately led to the identification and arrest of the two suspects and the safe recovery of the minor.

Ongoing investigation and legal proceedings

The suspects are currently being held at the police station in Delmas and are expected to be transferred to the Central Directorate of the Judicial Police (DCPJ) for further investigation.

Authorities confirmed that the inquiry remains ongoing, with efforts underway to identify potential accomplices involved in the case.

In response to the case, Haitian authorities reiterated their commitment to strengthening security measures to address the rise in criminal activity, particularly kidnappings, in the metropolitan area of Port-au-Prince.
