Haiti: Army orders end to VIP escort missions within 72 hours

The Haitian Armed Forces have decided to end escort missions provided by military personnel to civilian and political figures. The move is part of a broader strategy to redeploy troops toward priority national security operations.

In an official memorandum issued by the General Headquarters, the high command said the decision follows instructions from the Minister of Defense dated March 19, 2026. The stated objective is to refocus the military on its core responsibilities, including territorial defense and the protection of civilians.

The document notes that a significant number of soldiers had been assigned to protect public figures — including former officials — outside the established legal framework. As a result, all close-protection missions are to be terminated within 72 hours of the order.

Those affected — including members of the former Presidential Transitional Council, current and former ministers, Supreme Court judges, and officials linked to the electoral body — will now be required to rely on the Haitian National Police for security coverage.

Mandatory return to barracks

The high command has also ordered the immediate return of all personnel to their respective barracks within the same 72-hour deadline. Failure to comply may result in disciplinary sanctions.

At the same time, the military leadership has been tasked with recovering and securing all equipment — including weapons, ammunition, and vehicles — previously used in escort operations.

Strategic shift amid security crisis

According to military authorities, the measure is intended to strengthen operational efficiency as the country faces escalating security challenges.

The command described the decision as “imperative,” emphasizing the need to redeploy troops to priority fronts and improve the state’s response to ongoing insecurity.

A copy of the memorandum has been forwarded to Prime Minister Alix Didier Fils-Aimé and the Ministry of Defense for follow-up.
