Haiti, US push better coordination of foreign aid flows

Aid coordination: MPCE and US align priorities

Haiti’s Ministry of Planning and External Cooperation (MPCE) has moved to strengthen coordination of international aid following a meeting between Minister Sandra Paulemon and a US Embassy delegation led by Economic Counselor Kara Babrowski.

The discussions focused on improving the alignment of foreign assistance with national priorities set by the government, in line with directives from Prime Minister Alix Didier Fils-Aimé.

Authorities say the goal is to enhance both the effectiveness and visibility of international support while ensuring projects address urgent needs on the ground.

Centralizing aid through a digital platform

A key topic was the External Aid Management Module (MGAE), a digital platform designed to centralize data on funding flows and donor contributions.

Officials say the system will help improve coordination between partners and ensure greater transparency in how funds are allocated and used.

Technical workshops to accelerate results

Both sides agreed to organize technical workshops aimed at structuring and implementing short-term projects capable of delivering tangible results.

Priority initiatives include programs supported by the United Nations Development Programme (UNDP), particularly efforts to modernize management systems within the MPCE and rebuild institutional capacity.

National priorities at the core of assistance

Minister Paulemon stressed the need to align all projects with three key national priorities outlined in Haiti’s National Pact for Stability and Elections: security, economic and social recovery, and the organization of elections.

She also called for stronger security support and closer coordination with international partners, including the UN system, the World Bank, the Inter-American Development Bank (IDB), and non-governmental organizations.

Toward more effective and measurable aid

The minister highlighted the importance of rapid crisis impact assessments to guide decision-making and improve the deployment of aid.

The US Embassy reaffirmed its commitment to supporting Haiti’s efforts to enhance coordination and efficiency, marking a step forward in strengthening international partnerships.
