On February 27, 2026, the President of the Dominican Republic, Luis Abinader, announced the creation of a network of free zone dry ports and logistics centers at the border with Haiti.
The project, financed by $300 million in private investment, is presented as the most ambitious initiative ever conceived for the border area. According to the head of state, security does not rely solely on physical surveillance but also on job creation and the organization of formal trade. He described this strategy as an “economic wall” aimed at stimulating the development of border provinces and strengthening structured exchanges with Haiti, the country’s second-largest trading partner.
This initiative is in addition to the construction of the Verja Perimetral Inteligente, which combines physical infrastructure and surveillance technologies to secure the border.
Dominican authorities indicate that this integrated management model is attracting interest from several countries in the region.
