Santo Domingo, December 4, 2025 — More than two months after our first report on September 22, 2025, the Le Quotidien 509 team returned to the Haitian Embassy in Santo Domingo. Were we hoping for improvement? Instead, the situation has worsened: filth, the stench of urine, flies, accumulated waste, and lines of compatriots publicly exposed to indignity.

Far from a turnaround, we witnessed an even more humiliating scene: Dominican media crews—first Ntelemicro 5, then RTVD, and this week Eldemocratard—were filming the site to denounce the unsanitary conditions surrounding our diplomatic mission.

An Embassy Turned Open-Air Dump According to Eldemocratard, the immediate environment of the embassy is now saturated with trash and used as a “makeshift toilet.” Desiderio Valverde Street, adjacent to the embassy, is the heart of the problem. Videos show people forced to urinate on walls or behind bushes due to a total lack of accessible sanitation.

A Wave of Humiliating Dominican Comments The broadcast of these images triggered a wave of harsh reactions in the Dominican Republic: “They bring their filth wherever they go,” “Public Health must shut this place down,” and “I live near this embassy; it’s disgusting.” Whether these comments are excessive or not, they are rooted in an undeniable fact: the embassy is in a state of complete abandonment.

A Disgrace Despite National Resources How can the Ministry of Foreign Affairs (MAE), with an annual budget of 8.4 billion gourdes, allow one of its most critical posts to operate in such decay? While Port-au-Prince inaugurates IKAT, a new electronic migratory registration system, its diplomacy abroad projects the exact opposite image: chaos and filth.

Port-au-Prince Acknowledges Internal Mismanagement A source at the Ministry of the Interior in Port-au-Prince told Le Quotidien 509: “This situation stems from the poor internal management of the Embassy itself.” The waste management, consular organization, and administrative supervision have been failing for a long time.

Le Quotidien 509 demands answers from the Ministry of Foreign Affairs, the Prime Minister’s Office, and the Presidency. Who is the responsible administrator? What urgent measures will be taken? We will follow this story until a real corrective plan is implemented.
